Because Germany your strongest opponent so it make sense to use Oni. Atobe has a connection to Germany with his major Tezuka on their team and losing badly to them.Well, why would you put them there?

Oni is a big ? . He can literally play at any time, or not play at all and keep his role in the story as the mentor he has been.
